Abstract
Whenever the constitutional relationship between the Houses of Parliament in a Westminster system and the courts is called into question, the answer is often not as clear as one would like. This is in part due to the historical reluctance of judges to resolve such issues, given the high level of constitutional sensitivity they usually entail. Sometimes, they leave more questions unanswered than first raised.
